Aviation security — or AVSEC (Aviation Security) — at I Gusti Ngurah Rai International Airport encompasses the protection of aircraft, passengers, crew, cargo, and airport infrastructure against unlawful interference. As a ground handling operator licensed at DPS since 2015, Bali Ground Handling integrates security services into our comprehensive ground handling operations, ensuring that security is not a standalone function but an embedded component of every turnaround, every cargo operation, and every passenger movement we manage.

DPS Airport, serving over 24 million passengers and handling 78,000 tons of cargo per quarter, operates under Indonesia’s National Civil Aviation Security Program (NCASP) as administered by the DGCA. Our security services complement the airport’s institutional security framework by providing aircraft-specific, flight-specific, and client-specific security measures that go beyond the baseline airport security infrastructure.

The regulatory framework governing aviation security in Indonesia includes ICAO Annex 17 (Security — Safeguarding International Civil Aviation Against Acts of Unlawful Interference), Indonesia’s PP No. 3/2001 on Aviation Security, DGCA CASR Part 108 (Airport Security Program), and CASR Part 109 (Air Carrier Security Program). Aircraft Guarding & Apron Security

Aircraft guarding is one of our core security services — the physical protection of aircraft during ground time at DPS Airport. VIP & Executive Protection

For high-profile arrivals and departures at DPS Airport, our security team provides executive protection services that operate within the airside environment. This service is typically engaged in conjunction with our VIP fast track service and provides additional security layers including advance route assessment through the terminal, close protection officer escort from aircraft to vehicle (or reverse for departures), coordination with the principal’s personal security detail for handover protocols, counter-surveillance awareness during terminal transit, and secure vehicle staging area management at the terminal exit.

Cargo Security & Dangerous Goods Screening

Cargo security at DPS Airport is governed by ICAO standards and Indonesia’s national cargo security program. Our cargo security services include known consignor management and verification, cargo screening coordination using the airport’s certified screening technology, dangerous goods identification and handling in compliance with IATA DGR (Dangerous Goods Regulations), security documentation and chain-of-custody management, and secure cargo storage area supervision.

With DPS handling 78,000 tons of cargo per quarter — including pharmaceuticals, perishable goods, e-commerce shipments, and high-value items — cargo security is a critical operational function. Our security team works in close coordination with our cargo handling operations to ensure that security protocols do not create bottlenecks in the cargo processing chain while maintaining full compliance with regulatory requirements.

Airside Access Management

Managing access to the airside environment is a fundamental aviation security requirement. Our airside access management service covers temporary access pass coordination for visiting personnel (airline technical representatives, charter crew, VIP guests), airside escort for non-badged personnel requiring access to the aircraft or apron, vehicle access authorization for catering, fueling, and service vehicles approaching the aircraft, and visitor log management and compliance documentation for airline and regulatory audits.

This service is particularly valuable for ad-hoc operations — charter flights, diversion handling, and ferry flights — where the operating crew may not have pre-existing airside access credentials at DPS. We coordinate temporary access through InJourney Airports (the airport operator) and provide supervised escort throughout the airside activity.

Security Personnel Qualifications

All Bali Ground Handling security personnel hold current AVSEC certification issued by the Indonesian DGCA. This certification covers aviation security fundamentals, threat recognition and assessment, access control procedures, cargo and mail security screening, response protocols for security incidents, and dangerous goods recognition. Personnel undergo annual recertification and regular refresher training aligned with evolving threat assessments and regulatory updates from DGCA and ICAO.
